Messok Dja ecoguard abuses (Republic of Congo)
A leaked draft UN Development Programme investigation reported credible evidence of beatings of Baka men, women and children by ecoguards at the Messok Dja project. A review commissioned by WWF found the consent process did not comply with international human rights norms. The record shows no prosecutions.
The EU suspended part of its funding in April or May 2020 after a check by the Congolese human rights group OCDH.
Status As of October 2026: the UNDP investigation is closed and the final report text was not obtained; the Pillay panel reported in November 2020; no prosecutions found.
- Baka men, women and children — Beaten over years, per the UNDP draft as reported. Survival International
What happened
Messok Dja in the Republic of Congo was a project funded by the Global Environment Facility (GEF project 9159) and implemented by the UN Development Programme (UNDP). Ecoguards were supported by WWF through the ETIC/TRIDOM programme.
UNDP's accountability unit investigated the project as case SECU0009, now closed. A draft dated 6 January 2020 was reported by the Guardian in February 2020. According to the draft as reported, there was "credible" evidence of beatings of Baka men, women and children over years; the project followed "established patterns of conservation projects in the Congo Basin, which largely exclude indigenous peoples"; and UNDP violated its own policies by backing the project without Baka consent. The record states that the final report could not be downloaded, so these quotes come from the draft as reported by the Guardian and Survival International.
The EU suspended part of its funding, about €1 million, in April or May 2020, after a check by the Congolese human rights group OCDH. WWF described the incidents as isolated, per the record.
WWF appointed an independent panel in April 2019 chaired by Navi Pillay, with John Knox and Kathy MacKinnon. Its report, "Embedding Human Rights in Nature Conservation: From Intent to Action", was published on 24 November 2020 and covered Cameroon, the Central African Republic, the Democratic Republic of Congo, the Republic of Congo, Nepal and India. On Messok Dja it found that allegations were known "from at least 2016" and that the free, prior and informed consent process "did not comply with international human rights norms or WWF's own commitments." Across all the cases it reviewed, it found "no allegations that WWF staff directed or participated in any of these alleged abuses, and the Panel saw no evidence."
The record states that no prosecutions were found for Messok Dja.
