EU mirror measure on antimicrobials and Brazil beef exclusion
- The record does not name which of my species, waters, soils or forests were harmed.
A measure adopted by the European Union in 2019 became applicable seven years later. From 3 September 2026 Brazil, which the EU did not list as providing sufficient antimicrobial assurances, can no longer export meat to the EU.
Valued at $1.06 billion; Brazil is not on the EU list from 3 September 2026.
Status As of October 2026: the EU requirement applies from 3 September 2026 and Brazil is not on the list.
- Brazilian beef exporters — Lost access to the EU market, which took 128.9 thousand tonnes worth $1.06 billion in 2025.
What happened
In 2019 the European Union adopted what the sources call the mirror measure on antibiotics in livestock farming. The Veblen Institute wrote in May 2026 that it became applicable seven years later and that its implementing rules substantially weakened its scope.
The measure requires exporters of animal products to the EU to give antimicrobial assurances. A summary by AGRINFO, not independently verified, says that from 3 September 2026 exporting countries must document that no antimicrobials were used for growth promotion or reserved for humans during the animal's life.
On 6 June 2026 the EU did not list Brazil, having found its antimicrobial assurances insufficient. In 2025, 128.9 thousand tonnes of Brazilian beef worth $1.06 billion went to the EU. Brazil cannot export meat to the EU from 3 September 2026 and, as of October 2026, was not on the list. The record puts the number of countries or territories listed at 92.
The record places the measure against EU animal use data: antimicrobial use in animals fell 44% from 2014 to 2021, to 92.6 mg/kg against 125.0 mg/kg in humans in 2021. In 2024 EU sales to food animals rose 5% and the European Medicines Agency wrote that the decline since 2010–2022 might be slowing or reversing.
