What happened

The record, in order.

The Global Biodiversity Framework Fund (GBFF) was established after the Conference of the Parties to the Convention on Biological Diversity at COP 15 invited the GEF to operate the trust fund (decision CBD/COP/DEC/15/7). The GEF Council approved the arrangements at its 64th meeting in June 2023 "with the aim to support the Kunming-Montreal Global Biodiversity Framework", and the GEF Assembly endorsed the decision in August 2023; the GEF page says the fund launched at the Seventh GEF Assembly in Vancouver in August 2023. The World Bank acts as Trustee.

The Trustee's financial report, as of 31 March 2025, recorded that 12 donors had pledged and signed contribution agreements or arrangements amounting to USD eq. 383.17 million, that the Trustee had received USD eq. 332.15 million in cash and promissory notes, that cumulative funding decisions amounted to USD 208.84 million (USD 184.68 million for projects and project preparation, USD 16.94 million for fees and USD 7.22 million for administrative expenses), and that the Trustee had transferred USD 26.12 million to Agencies. The GEF page lists the contributors as Austria, Canada, Denmark, France, Germany, Japan, Luxembourg, New Zealand, Norway, the Province of Québec, Spain and the United Kingdom, and gave $386 million pledged as of June 2025. The Independent Evaluation Office (IEO) gave approximately $384 million from 12 contributors in April 2026, with around 98 percent received and one donor with an outstanding balance, and said 81 percent came from three donors (Canada, Germany and the United Kingdom).

Programming began with a first tranche of $211 million launched at the first Council meeting in February 2024; the first tranche, which ran to August 2025, programmed $201.6 million for 40 projects benefiting 41 countries, and a second tranche of $161.8 million opened in August 2025. The IEO's formative evaluation (28 April 2026), covering the launch to March 2026, counted 82 projects selected from 255 submissions across five rounds, totalling $362.1 million in GBFF financing, a selection rate of 32 percent. It reported $1.39 billion in co-financing for the selected projects in its presentation to the Council, and 87 countries.

The IEO found "strong early performance as a catalytic financing mechanism" with "structural trade-offs", and reported that portfolio-level targets were met: 39 percent of resources went to SIDS and LDCs, 30 percent was programmed through international financial institutions against a 25 percent target, and 31 percent supported actions by indigenous peoples and local communities against an aspirational 20 percent target. It wrote that "Early implementation remains limited, with only three projects having entered this stage to date", that gaps remained in theories of change, baselines and financing structures, that the contributor base was highly concentrated, and that "the absence of a replenishment mechanism reduces predictability and complicates multi-year planning". It compared about $384 million in GBFF pledges and about $1.92 billion allocated to biodiversity in GEF-8 with the Framework ambition of mobilising at least $200 billion annually by 2030. No source reviewed reports a measured change for nature from the Fund.
