What happened
The Global Fund for Coral Reefs (GFCR), which its 2025 annual report says was launched in 2020, describes itself as a public-private partnership "driven by more than 60 nations, UN agencies, financial institutions, philanthropies, impact investors, and conservation organisations" and "the world's leading financial vehicle to ensure a future for coral reefs". As of December 2025 it operated across 23 coral nations with a blend of grants, concessional capital, debt and equity. Its website lists 2030 targets that include 400+ reef-positive businesses and financial mechanisms, 30K+ directly supported jobs, 3M hectares of coral reef area under improved management, 7.5M hectares of marine protected area with sustainable financing support and a $2-3BN leverage ambition.
On capital, the website shows $248M secured against a $740M target. The Fund's capitalisation page records that the Government of New Zealand is committing USD $10 million and that a Call for Capitalisation was launched at COP16 in October 2024 with the ambition of securing commitments at the UN Ocean Conference in June 2025. On 11 June 2025 UNCDF announced over US$25 million in new contributions from the governments of the United Kingdom, New Zealand, France and Germany, Norway (NOK 20 million), and renewed support from Builders Vision (a total commitment of US$12.5 million across grants and investments) and the UBS Optimus Foundation, calling it part of the Fund's final capitalisation effort. The 2025 annual report published by the UN Multi-Partner Trust Fund Office says the Board adopted 16 decisions in 2025, "resulting in an approved envelope of approximately USD 17 million across country, regional, and global programmes". Its Q2 2026 risk analysis notes that "fundraising for the Equity Investment Fund has become a materialised concern, with approximately USD 141 million raised against its stated USD 500 million target". The Green Climate Fund's funding proposal FP180 for the Global Fund for Coral Reefs Investment Window lists GCF equity financing of Mill. USD 125.0, co-financing of Mill. USD 375.0 and total financing of Mill. USD 500.0; in the report submitted by the accredited entity Pegasus Capital Advisors on 29 July 2026 the GCF financing table shows USD 30,595,526.65 committed and disbursed across the Bahamas, Sri Lanka and Brazil.
Results are reported by the Fund itself. The 2025 annual report says that over 1.8 million hectares of coral reef ecosystems have benefited from strengthened conservation management (more than 1.84 million hectares, with 964,032 in the Pacific), that more than 6.1 million people are experiencing improvements, that the Fund had enabled 151 reef-positive solutions and 24 financing facilities through 317 partners, that its investments leveraged over USD 161 million in additional public and private capital, and that direct jobs reached 2,486. It states that results are reported through MERMAID and "verified by GFCR Convening Agents", and a footnote reads "2030 Impact Targets scaled to 19% of original target (based on funds transferred)", with most indicators described as on track or outperforming expectations when scaled and direct jobs and finance leveraged lagging. In the GCF report the Equity Fund manager reported for 2025 five portfolio companies, 533 jobs supported, 11,458 hectares of coral reefs protected or restored and 192 km of coastline protected. The sources reviewed contain no independent evaluation or audit of these results.

The 2025 report notes that the fourth and most widespread global coral bleaching event was declared in 2024; the sources reviewed do not report that reef degradation in GFCR areas has stopped.
Who paid?
Donor governments and foundations contributed to the UN-backed fund (the United Kingdom, New Zealand, France, Germany and Norway announced new contributions in June 2025, with Builders Vision and the UBS Optimus Foundation), and investors and the Green Climate Fund (Mill.
