What happened
A concession tender for the Moscow–St Petersburg motorway section at km 15–58 was announced under a government order of 24 September 2007 and, in 2008, OOO North-West Concession Company (NWCC) was named the winner. The concession agreement was signed on 27 July 2009 at the Ministry of Transport; Vinci described NWCC as a consortium of VINCI Concessions, as leader, and Russian partners, with a 30-year term and a possible five-year extension for the design, financing, construction and operation of a 43 km section. The Ministry of Transport gave the total cost as about 60 billion rubles, of which 23 billion rubles was allocated by the government; Vinci gave approximately EUR 1 billion.
A government order of 5 November 2009 transferred 144.8821 hectares of forest-fund land to the transport land category for the road. The Supreme Court of the Russian Federation ruled the transfer of about 150 hectares of the Khimki forest park lawful on 1 March 2010 and rejected the environmentalists’ claim; the cassation appeal was rejected and the decision entered into force on 27 April 2010. On 26 August 2010 President Medvedev ordered a halt and a public discussion. On 14 December 2010 a commission chaired by Deputy Prime Minister Sergei Ivanov recommended the original route. An independent environmental examination by an NGO coalition, handed to the president on 1 February 2011, considered 11 alternative routings and concluded that the forest route meant the destruction of the Khimki forest ecosystem, mainly through fragmentation.
Compensation planting was promised in several amounts. Ivanov promised 500 hectares of trees for the 100 hectares felled (December 2010). Medvedev said on 24 December 2010 that a decision had been taken to plant five new trees for every tree felled. The Ministry of Natural Resources said in April 2011 that 700 hectares would be planted, fully compensating the 100 hectares of felling. In the same month Kommersant, via altapress, reported that Rosleskhoz could not find a site for 500 hectares and had proposed scattered plots instead. Reported funding included 1 billion rubles added to the project cost for compensation (Kommersant via altapress), a draft federal subsidy of 100 million rubles for forest reproduction (Interfax, August 2011) and 300 million rubles set aside by the Moscow region for work in Losiny Ostrov National Park.
Mikhail Beketov, editor of Khimkinskaya Pravda, who opposed the forest route and criticised the Khimki mayor, was beaten in November 2008 and fractured his skull and legs; he lost a leg and fingers and the ability to speak and died on 8 April 2013. A Khimki court convicted him of criminal slander of the mayor on 10 November 2010; a higher court later overturned the verdict. CPJ reported that no one had been named or arrested for the 2008 attack. In November 2010 the Kommersant reporter Oleg Kashin and the forest defender Konstantin Fetisov were beaten in attacks that the Moscow Times described as unsolved. After a protest attack on Khimki city hall on 28 July 2010, a Khimki court acquitted Alexei Gaskarov and gave Maxim Solopov a two-year suspended sentence in June 2011.
Vinci signed a memorandum with the EIB, the EBRD and Vnesheconombank on financing in November 2009; by October 2010 Bankwatch reported that both banks had stopped preparing participation, the EBRD saying it would not finance the section. In 2013 and 2016 Sherpa, Bankwatch and others filed complaints in France concerning the award of the section; Vinci rejected the allegations and no outcome is on record. The first 43 km section was inaugurated on 23 December 2014. In February 2025 Fontanka, citing RBC, reported that Vinci had left NWCC, its stake going to the Natsproektstroy group.
