Status As of July 2023: the 2021 payments were reported paid; the Nobel-Oil rupture of 2 July 2023 was under a criminal case in Komi; Greenpeace had been listed as undesirable in Russia on 19 May 2023.

What?
Spills from Lukoil-Komi lines in the Usinsk area of the Komi Republic between 2011 and 2021 led to a RUB 615 million land-damage claim, annulled on jurisdiction grounds in 2014, and to voluntary payments after the May 2021 Kolva spill reported as RUB 374,186,000 for water and RUB 130,069,000 for soil. Business FM
Where?
Usinsk district of the Komi Republic (Usinskoye, Vozeyskoye and Kharyaginskoye fields), the Oshskoye field line in the Nenets Autonomous Okrug, the Ukhta area, and the Kolva, Usa and Pechora rivers. Interfax
When?
Spills in 2011, 2012, 2016, 2019, 2020 and 2021; the RUB 615 million case ran from 25 September 2013 to 2 September 2014; the Kolva spill began on 11 May 2021; payments were reported on 1 September and 21 October 2021. Business FM

Harmed
  • Kolva, Usa and Pechora rivers — Oil slicks in 2021; about 100 tonnes of oil-containing liquid on the ground and 9 tonnes in the river according to Rosprirodnadzor Interfax
  • Soil on nine plots in Komi — 20.5 to 21 hectares contaminated in 2011 The Moscow Times
Why?
Rostekhnadzor found that the Oshskoye line did not meet safety, strength, corrosion-resistance and reliability requirements; the 2021 volumes were calculated because the line had no metering units. Interfax
How?
Rosprirodnadzor's head said Lukoil-Komi voluntarily paid after the regulator's demands, with no court claim for damages; in 2013–2014 Rosprirodnadzor's court claim for RUB 615 million was won and then annulled on jurisdiction grounds. Business FM

What happened

The record, in order.

Between 2011 and 2023 spills were reported on Lukoil-Komi lines in the Usinsk district of the Komi Republic and in the neighbouring Nenets Autonomous Okrug (NAO). Nine spills on land in Komi in 2011 underlay a claim of about RUB 615 million by Rosprirodnadzor's Komi office. The Komi Arbitrazh Court granted it in full on 25 September 2013 and the Second Arbitrazh Appeal Court upheld it on 24 December 2013; in 2014 the cassation court annulled the rulings, the Komi court terminated the proceedings on 15 July 2014 on the ground that such disputes belong to courts of general jurisdiction, and the appeal court upheld the termination in September 2014. The company said the harm had already been compensated through land reclamation.

In August 2014 Greenpeace Russia's 'Oil patrol' reported 205 oil spills in the Usinskoye, Vozeyskoye and Kharyaginskoye area. Rosprirodnadzor rejected the evidence for 34 sites; the checks of those sites were done by experts of Lukoil-Usinskneftegaz, not by Rosprirodnadzor. Lukoil-Komi planned to clean 89 sites in 2015 and reclaim 28 in 2016. Other spills were reported at the Verkhne-Vozeyskoye field in September 2016 (Lukoil said three hectares; people on site said 'far bigger') and near Ukhta in May 2019, where the Komi Arbitrazh Court awarded more than RUB 5.9 million.

On 11 May 2021 a pressure pipeline of the Oshskoye field operated by Lukoil-Komi depressurised and oil reached the Kolva River at Usinsk. Volume figures differ: the head of Komi said 6–7 tonnes, the Usinsk administration citing Lukoil-Komi about 90 tonnes, and Rosprirodnadzor's head about 100 tonnes of oil-containing liquid on the ground, of which 9 tonnes reached the river; Greenpeace Russia assumed 500 to 800 tonnes reached the water. About 1.3 ha was contaminated and about 0.3 ha disturbed by machinery. The response involved 209 people, 22 boats, 2 cutters and 7 barges, and over 100 tonnes of oil-containing waste had been collected by 19 May. The emergency regime in the Usinsk, Izhma and Ust-Tsilma districts was lifted on 23 June 2021.

Rosprirodnadzor opened administrative cases, Rostekhnadzor found that the line did not meet safety, strength, corrosion-resistance and reliability requirements, and the Naryan-Mar City Court suspended operation of the line. Criminal cases were opened under Articles 246 and 250 of the Criminal Code. Lukoil-Komi was not sued for damages: Rosprirodnadzor's head said it voluntarily paid RUB 374,186,000 for water (1 September 2021) and, according to 7x7 on 22 October 2021, RUB 130,069,000 for soil. The Save Pechora Committee said the damage was 'agreed' and that the penalty had no preventive effect; Greenpeace Russia estimated possible damage at more than RUB 1 billion if 500–800 tonnes reached the water.

In July 2023 a pipeline of the company Nobel-Oil (not Lukoil) ruptured at the Yuzhno-Oshskoye field; Rosprirodnadzor's head said up to 1,000 cubic metres of oil could have entered the Kolva and that Nobel-Oil had not provided information. On 19 May 2023 the Prosecutor General's Office of Russia listed Greenpeace as an 'undesirable organisation', ending its legal activity in the country.
