What happened
The Tropical Forest Forever Facility (TFFF) was formally launched in November 2025 at the COP30 climate summit in Belém. It targets 125 billion dollars of capital, made up of 25 billion dollars of sponsor capital and 100 billion dollars of private capital.
The capital is invested in the bond market. According to WRI, the returns are paid first to private investors, then to donor countries, and last to forest countries, at about 4 dollars per hectare per year. WRI also reports that payments are reduced by 100 to 200 times the base rate for each hectare deforested. The public tranche bears the first loss; the private senior tranche is paid first. A share of 20% of payments goes to Indigenous peoples and local communities.
Pledges at COP30 included 3 billion dollars from Norway, 1 billion dollars each from Brazil and Indonesia, and 1 billion euros over 10 years from Germany. According to Carbon Pulse, about 7 billion dollars had been committed by September 2026, against a target of 10 billion dollars by the end of 2026. Part of the total was conditional or in the form of credit, including a 400 million pound loan from the United Kingdom.
