Rafsanjan pistachio plain: aquifer decline, subsidence and export revenue
- I lost about 300 million m³ of groundwater volume per year, and about 1,000 km² of my plain sank faster than 5 cm per year, locally more than 30 cm, according to GFZ. GFZ German Research Centre for Geosciences
- Even if recharge later surpasses extraction, my reservoir cannot take up more water, according to GFZ's Mahdi Motagh. GFZ German Research Centre for Geosciences
- Rafsanjan county sank 37 cm per year between 2014 and 2020, the highest rate in Iran, according to the Science Advances study. Science Advances 10, eadk3039 (Haghshenas Haghighi & Motagh)

The water table of the Rafsanjan plain in Kerman Province fell about 17 m between 1983 and 2017, and satellite studies measured subsidence of 30 cm per year or more. Iran reported pistachio exports of US$614 million in the first seven Iranian months of 2024.
GFZ, 2017: about 1,000 km² subsiding faster than 5 cm per year, locally more than 30 cm per year (2004–2016); Science Advances (2024) gives 37 cm per year for Rafsanjan county.
Status As of February 2025: the Geological Survey of Iran recommended immediately halting excessive withdrawals and suggested water markets; no restoration spending or functioning water market is on record.

What happened
GFZ's release of 2 February 2017, on a study by Motagh et al. in Engineering Geology (DOI 10.1016/j.enggeo.2017.01.011), stated that the water table in the Rafsanjan plain had dropped about 17 m between 1983 and 2017; that about 1,000 km² were subsiding faster than 5 cm per year, locally more than 30 cm per year (2004–2016); that groundwater volume was lost at about 300 million m³ per year; that the agricultural area had expanded 50% over 30 years; and that pistachio covered more than 90% of agricultural land in the plain.
The Science Advances study of 10 May 2024 stated that Rafsanjan county, "known for being Iran's center of pistachio production, experiences the highest subsidence rate at an astonishing 37 cm/year", with Arzuiyeh at 34 cm per year, and that Kerman, Rafsanjan and Sirjan each had more than 1,000 km² subsiding. Kerman province depleted about 325 MCM per year and accounted for 19% of national groundwater depletion while producing about 6% of agricultural output. Payne et al. (2025) gave a maximum vertical subsidence of about 340 mm per year in Rafsanjan, and the National Cartographic Center's head said in August 2025 that the Bahraman plain (Kerman) had the highest rate, 31 cm.
Hamid Molanouri, governor of Rafsanjan, said in February 2016 (ISNA via Tabnak) that 570 million m³ of groundwater was extracted yearly, 95% of it for agriculture, and that the Ministry of Energy called Rafsanjan the country's most critical plain. Reza Shahbazi, director general of the Hazards Office of the Geological Survey of Iran, said in February 2025 (Tejarat News) that Rafsanjan had had subsidence for more than 50 years, that the Survey dated its start to the 1340s (1960s), and recommended immediately halting excessive withdrawals and considering water markets; he gave no measured figures.
Iran's pistachio exports were US$614 million in the first seven Iranian months of 2024 (20 March–21 October), according to customs (IRICA) data reported by Tehran Times on 15 November 2024. An official of the Ministry of Agriculture's Non-Tropical Fruit Department, Dariush Salempour, gave over 175,000 tons of pistachio products worth US$1.7 billion for 2024 and about 100,000 tons worth about US$730 million for 21 March to 22 December 2025. In September 2014 Energy Minister Chitchian valued Kerman's pistachio production at 5,200 billion toman and announced a Supreme Water Council-approved water market for 609 plains. Line 1 of the Persian Gulf desalinated water transfer allocated 40 mcm per year to the Sarcheshmeh Copper Mine in Rafsanjan County.

What was said
“Even if in the future the recharge of water surpasses the extraction, the reservoir is not able to load more water.”

Who paid?
The Rafsanjan aquifer, whose volume loss GFZ described as permanent. Pistachio exports brought Iran US$614 million in seven months of 2024; no payer for aquifer restoration is on record.
