SpaceX's Starbase launch site at Boca Chica, Texas, sits beside habitat for the piping plover and red knot. The FAA approved the Starship programme without a full environmental impact statement, a lawsuit sought one, state and federal agencies found water-discharge violations, the annual launch cap was raised from 5 to 25, and debris from two 2025 flights fell in the Turks and Caicos.

5 → 25Annual launch cap at Boca Chica, before and after the May 2025 FAA assessment

Status As of May 2025: the FAA had approved up to 25 launches per year; no outcome of the 2023 lawsuit is recorded in the sources reviewed.

What happened

The record, in order.

On 13 June 2022 the US Federal Aviation Administration (FAA) issued a Programmatic Environmental Assessment with a Finding of No Significant Impact (FONSI) for SpaceX's Starbase and Starship programme at Boca Chica, Texas. It listed more than 75 mitigation actions and no Environmental Impact Statement (EIS) was prepared. Estimated effects included about 11 acres of piping plover critical habitat and 23.2 acres of red knot habitat.

After the first integrated flight on 20 April 2023, the US Fish and Wildlife Service reported a 3.5-acre fire, dust fall and scattered debris. On 1 May 2023 the Center for Biological Diversity, American Bird Conservancy, Surfrider, Save RGV and the Carrizo/Comecrudo Nation sued in the federal district court in Washington, D.C., seeking a full EIS. No outcome of the suit is recorded in the sources reviewed.

The launch-pad deluge system sprays about 180,000 gallons per launch. In August 2024 the Texas Commission on Environmental Quality (TCEQ) fined SpaceX $3,750 for an unpermitted discharge. In September 2024 the EPA and TCEQ found Clean Water Act violations, with combined penalties of more than $150,000. SpaceX said it uses potable water and that the deluge 'causes no harm'.

In May 2025 the FAA issued a Tiered Environmental Assessment with a Mitigated FONSI. It raised the cap from 5 to 25 launches per year and allowed up to 50 landings. The assessment recorded noise of up to 140 dB within 8 miles, sonic booms of up to 21 pounds per square foot (psf), more than 12,000 public comments and an increase in water use of 10.27 million gallons per year.

Debris from two 2025 Starship flights reached other jurisdictions. On Flight 7 (16 January 2025) the ship was lost and debris, mostly heat-shield tiles, landed in the Turks and Caicos Islands, where a vehicle was hit on South Caicos and flights were disrupted. Flight 8 (6 March 2025) exploded; there were airport stoppages in Florida, debris hazard areas reached the Bahamas and the Turks and Caicos, and FAA mishap investigations followed. A recovery plan for the debris was not made public.

  2. 2023First integrated flight (20 April): 3.5-acre fire reported by the US Fish and Wildlife Service; lawsuit seeking a full EIS filed in the D.C. district court (1 May)
  3. 2024TCEQ fines SpaceX $3,750 for unpermitted discharge (August); EPA and TCEQ find Clean Water Act violations, combined penalties above $150,000 (September)
  4. 2025Starship Flight 7 (16 January) and Flight 8 (6 March) lose debris over other jurisdictions; FAA raises the cap from 5 to 25 launches per year (May)
