What happened
In February 2016 President Maduro announced the venture as "the resolution of a conflict that has had a happy ending", as quoted in the request for arbitration. The mixed-company contract followed in August 2016, and in October 2016 Empresa Mixta Ecosocialista Siembra Minera, S.A. was formed, with Corporación Venezolana de Minería holding 55% and Gold Reserve 45%. The area of about 18,950 hectares in the Km 88 district of Sifontes municipality, Bolívar State, "includes the historical Brisas and Cristinas areas" and lies within the Orinoco Mining Arc (Decree No. 2.248 of 24 February 2016). Ministry of Mining Resolution 000030 delimited it on 31 October 2016.
According to Gold Reserve, Siembra Minera completed and obtained approval of a Venezuelan Environmental Impact Statement and then received the environmental permit to affect the area for the early works (the "Permit to Affect"); work under it, including an Environmental Supervision Plan, was completed in March 2019. Gold Reserve also stated that the forest inventory for the project area was validated with Empresa Nacional Forestal, a state-owned company affiliated with the Ministry of Environment, and that a census of small miners was carried out with Mission Piar with plans to relocate them north of the project.
On 25 October 2021 Ministry Resolution 0027 opened a procedure, and on 7 March 2022 Resolution No. 005 revoked Siembra Minera's mining rights. According to Gold Reserve's request for arbitration, the Ministry's grounds were that the company had not submitted studies or begun operations and that the site was abandoned and overrun by small mining operators and gangs that caused environmental harm. Venezuela's own pleadings on the revocation are not available; its position is known only through Gold Reserve's filing. Gold Reserve alleged that the state co-shareholder worked in 2022–2023 on developing mining in the area in alliance with local organizations (Gold Reserve's wording is quoted in the quotations on this page), and cited satellite imagery of mines and, in September 2024, of an apparent chemical leaching facility. These are allegations by a party; no charges or rulings are on record.
Gold Reserve challenged the revocation before the Venezuelan Supreme Court (filed 7 December 2022; decision on interim measures 9 February 2023; hearing set for 27 July 2023). On 5 March 2025 GR Mining (Barbados) Inc. filed a request for arbitration under the ICSID Additional Facility and the 1994 Barbados–Venezuela investment treaty, claiming in excess of US$7 billion plus moral damages. Gold Reserve reported in August 2026 that the arbitration is pending, with a tribunal constituted and a first procedural hearing expected before 12 September 2026.
On 5 March 2026 a US mining delegation visited Caracas with Gold Reserve representatives, and OFAC granted a 30-day licence to negotiate, according to Gold Reserve. On 16 April 2026 a new Organic Mining Law repealed the 2015 Gold Law's mandatory state majority, and Gold Reserve welcomed it. On 14 May 2026 Gold Reserve signed an earn-in term sheet under which Augusta Capital would fund US$200 million of project expenditure to earn 50% of Gold Reserve's interest.
