A mission under India's National Action Plan on Climate Change to protect, restore and enhance forest cover. Parliamentary committees reported low fund use (55 per cent, 2023; 28 per cent, 2025-26 revised estimates), and the Comptroller and Auditor General's 2026 audit, as reported by Mongabay-India, found afforestation on about 0.15 million hectares against a 2.8 million hectare target.

What happened

The record, in order.

The National Mission for a Green India is one of the missions under India's National Action Plan on Climate Change, implemented by the Ministry of Environment, Forest and Climate Change (MoEFCC). PRS Legislative Research describes it as aiming "to protect, restore, and enhance India's forest cover and tackle climate change by undertaking plantation activities in the forest and non-forest areas in selected degraded, vulnerable landscapes". Down To Earth reported in February 2019, from a parliamentary committee report, that the mission was proposed for 10 years with an outlay of Rs 60,000 crore, was meant to launch with the 12th Five-Year Plan in 2012 but was delayed by financial issues until 2015, and had targets of increasing green cover over 5 million hectares and improving the quality of existing cover on another 5 million hectares.

The committee report reviewed by Down To Earth found that Rs 47.8 crore was allocated for 2017-18, "grossly insufficient as the committed liability for 2015-16 and 2016-17 is Rs 89.53 crore", that afforestation until 2016-17 covered 51,387 hectares, and that in 2015-16 and 2016-17 the mission targeted 67,956 hectares and achieved 44,749, a 34% shortfall. It criticised planting eucalyptus and other unsuitable species. A parliamentary standing committee on the Demands for Grants (2023-24), reported by The Tribune on 16 March 2023, wrote that "the utilisation of funds has been grossly suboptimal at 27 per cent and 55 per cent, respectively", for the Climate Change Action Plan and the National Mission for Green India. PRS reported on 11 February 2026 that the mission "has consistently seen underutilisation of funds since 2020-21", that only 28% of the allocated budget had been utilised under the 2025-26 revised estimates, and that Rs 170 crore was allocated for 2026-27. The Rajya Sabha committee's 405th report (presented 13 March 2026), as summarised by The Policy Edge, flagged underutilisation and attributed delays to "procedural and administrative" bottlenecks.

The Comptroller and Auditor General of India (CAG) submitted a performance audit of the mission to Parliament on 12 August 2026, covering 15 states and one Union Territory over 2015-16 to 2024-25, as reported by Mongabay-India on 24 August 2026. According to that report, the initial central allocation was 130 billion rupees, proposed convergence funding was up to 40 billion rupees (MGNREGA), 6 billion (National Afforestation Policy) and 60 billion (compensatory afforestation), and actual direct central contributions over the 10-year audit period were 11.49 billion rupees. Afforestation was targeted on 2.8 million hectares by 2018 and covered approximately 0.15 million hectares, about 5% of the goal; ecosystem restoration was targeted on 1.4 million hectares, with a 97.57% shortfall at CAG site inspections; 2.11 million hectares of scrublands in eight states had no targets; and nearly 70% of assessed locations showed little to no improvement. The audit found "fundamental weaknesses in planning and design as well as deficiencies in execution and monitoring".

Mongabay-India also reported that 91 million rupees released to the Kolasib forest district authority in Mizoram was withdrawn in cash "with no documentary evidence of its use" for afforestation, that in Uttarakhand's Chakrata division 2,000 plantations were reported at a site where 30 to 40 saplings were found, none surviving, that in Odisha plantations were carried out in forests with 40-70% canopy density, and that only Madhya Pradesh and Chhattisgarh conducted carbon sequestration assessments between 2015 and 2025. The Ministry's own figures differ: IMPRI, citing a 2024 PIB release, reported 944.48 crore rupees disbursed to 17 states and one Union Territory and 1,55,130 hectares under plantation and eco-restoration as of 2024-25, and on 10 August 2026 the Minister of State for Environment told the Lok Sabha that over 1.84 lakh hectares were under eco-restoration since 2015-16. No Ministry response to the audit appears in the sources reviewed.
