What happened

The record, in order.

On 4 October 2021 a presidential decree was presented that aimed at a legal framework for “at least one percent of Mongolia's GDP to be spent annually on combating climate change and desertification”, in support of a campaign to plant one billion trees. According to the AFoCO country forestry brief (February 2026), the target is one billion trees by 2030 and forest cover of 9% of national territory, with phases of 2021–2024 (preparatory), 2024–2026 (intensification) and 2027–2030 (sustainable implementation).

On 13 May 2025 the National Forest Agency's Director General, Dr. Oyunsanaa Byambasuren, reported that 83.9 million trees had been planted “either directly or through offset programs”: 61,011,353 planted and 22,962,042 offset. The presentation listed commitments from Oyu Tolgoi (10.2 million trees) and Erdenes Tavan Tolgoi (investment equivalent to 12.7 million trees), 3.0 million trees planted or offset by the bank and finance sector, and 4.4 million by government organisations. In October 2024 the Forest Agency head said 84 million trees had been planted since the start, that aimags and the capital had pledged 680 million and planted 38.4 million, and that 22 mining companies had planted 33 million (Erdenet 4.1 million).

Other totals appear in other documents. AFoCO gave about 84 million trees in 2021 to 2024 and a cumulative approximately 114.6 million as of October 2025; a National Forest Agency lecture slide of 28 July 2025 gave “2024 year 107,4 million planted trees”. Oyu Tolgoi said in April 2025 that it had planted 1.3 million trees directly and counted forestry investment as equivalent to 19.2 million trees, a total of 20.5 million, and had handed about MNT 1.5 billion of forestry equipment to the Forest Agency.

Survival rates are reported differently. At the iKon.mn “Data Freedom” exhibition (11 December 2025) the survival of trees planted by state-owned companies was given as 41.5% and of the private sector as 74.7%, without a cited primary dataset. AFoCO wrote that “Reported survival rates in monitored areas exceed 90%”. The forest cover baseline was 7.9% in 2019, with targets of 8.6% for 2024, 8.7% for 2025 and 9.0% for 2030 (National Forest Agency lecture slide).

Carbon and conservation finance

Baseline
The projected scenario of what would have happened without a project, such as an expected rate of deforestation. Credits are issued for the difference between the baseline and what actually happened, so an inflated baseline produces more credits.
Offset
Using carbon credits to balance emissions released elsewhere, so that a buyer can claim lower or zero net emissions.
