Jakarta's private water concessions and the groundwater wells that filled the gap
Short record: the main facts, with sources. A full case file has not been prepared.
Jakarta's piped water ran through two private concessions, Palyja and Aetra, from 1998 to 2023, while households without a network drilled wells. The Supreme Court annulled the privatisation in 2017, and PAM Jaya restructured contracts to avoid compensation of 6.7 trillion rupiah.
- Palyja and Aetra — Ran the piped network under concession contracts and kept them until the end of the term, according to the sources The Jakarta Post
- Residents of Muara Angke, north Jakarta — A fishing family buys 8 drums of water a day for 20,000 rupiah, and says it has nowhere else to go
What happened
The Jakarta Post reported that the Supreme Court annulled the privatisation of Jakarta's water in 2017, and that PAM Jaya restructured the contracts rather than face compensation of 6.7 trillion rupiah.
Piped water reached 44.5% of residents in 1998 and 59.4% in 2019 under two private concessions, Palyja and Aetra, which ran the network for about 25 years.
Bisnis.com reported in January 2023 that cooperation with the private operators had ended and that PAM Jaya was preparing to run the service fully.
Experts quoted in the sources say well bans cannot be enforced without a piped supply, and households without a network moved to wells.
